Moving Out of Massachusetts Checklist: RMV Plates, Registration and Utilities

Leaving the state takes more than packing the truck. Massachusetts keeps billing excise, expecting insurance and counting you as a taxpayer until you formally close each account, and the order you do things in matters. This moving out of Massachusetts checklist walks through the steps that trip people up most: when to cancel your car registration, what to do with your plates, how to get excise tax back, which tax return to file, and how to wrap up mail, utilities and voting before you go.

Before You Move: Book the Move and Gather Records

Start four to eight weeks out.

  • Book a licensed interstate mover. Moves across state lines are regulated by the Federal Motor Carrier Safety Administration, and an interstate mover should give you its consumer booklet, Your Rights and Responsibilities When You Move, before the move. You can read it and other consumer guidance on FMCSA's Protect Your Move site. Our guide to interstate moving rules for Massachusetts residents explains estimates and paperwork in more detail.
  • Check credentials. Lifetime Moving Co handles long-distance moves and lists its USDOT number (3378469) openly. Our article on avoiding moving scams shows what else to verify.
  • Plan packing for fragile items. Artwork, antiques and glass travel better in purpose-built protection on a long trip. Lifetime offers custom packing and crating for pieces that need it.
  • Make a "keep with me" folder. Car title, current Massachusetts registration, insurance declarations page, last year's tax return and recent pay stubs. Keep it in your car, not on the truck.

Moving Out of Massachusetts RMV Steps: Registration and Plates

Your car is where the order of steps matters most. The safe sequence is: register the car in your new state, cancel the Massachusetts registration, then cancel your Massachusetts insurance.

1. Keep your Massachusetts insurance until the registration is cancelled

Massachusetts requires insurance on a registered vehicle until the registration is cancelled and you have the cancellation receipt, no matter where the car is parked. The RMV's out-of-state insurance reminder describes the common mistake: a driver moves, buys a policy in the new state, the Massachusetts insurer cancels the old one, and the Massachusetts registration is revoked a few weeks later because no new Massachusetts coverage was reported. A revoked registration can block you from registering in your new state and usually means a reinstatement fee before you can cancel it properly.

2. Cancel your registration (license plates)

Once your car is registered in the new state, cancel the Massachusetts registration. According to the RMV's cancel your vehicle registration page:

  • You can cancel online through a MyMassGov account. There is no fee to cancel.
  • You do not have to return the plates to the RMV. After cancelling, recycle or destroy them (cutting them in half works).
  • Download and save your Registration Cancellation Receipt. You need it for your insurer and for an excise abatement.
  • Once the registration is cancelled, the car cannot be driven on Massachusetts roads.

If two owners are listed on the title, or you are cancelling for someone else, the RMV uses a paper affidavit instead of the online form.

3. Then cancel your Massachusetts auto policy

Send your insurer the cancellation receipt. Ask for any unearned premium back.

4. Your driver's license

Your new state's motor vehicle agency sets its own deadline for getting a local license, so check its website soon after you arrive. If you need to cancel your Massachusetts license separately, the RMV has a License/ID Cancellation Request form, which requires that you already hold a license or ID from your new state.

Get Your Excise Tax Back With an Abatement

Massachusetts cities and towns bill motor vehicle excise for each month your car is registered there. When you move out of state, you can apply for an abatement for the months after you left, but you need both of these:

  1. A copy of your registration from the new state.
  2. Proof the Massachusetts registration was cancelled (your cancellation receipt).

Cancelling your plates alone does not qualify, and moving to another Massachusetts town does not either. File State Tax Form 126-MVE, the motor vehicle excise abatement application, with the Board of Assessors in the city or town that billed you. Key points from the form:

  • Applications must reach the assessors within three years after the excise was due, or one year after it was paid, whichever is later.
  • Filing does not pause the bill. Pay it within 30 days of issue to avoid interest and collection charges, then wait for the refund.
  • Abatements are prorated by month, and a month with any registered days counts as a full month.

File a Part-Year Massachusetts Tax Return

In the year you move, you are a part-year resident. Massachusetts part-year residents file Form 1-NR/PY, and you must file if your Massachusetts gross income for the year was more than $8,000, according to the Department of Revenue's part-year and nonresident tax guide. Personal exemptions are prorated by the days you were a resident.

Two practical tips:

  • Write down your move date. It divides your income between Massachusetts and your new state.
  • Update payroll withholding if you keep the same employer. If Massachusetts tax is withheld by mistake after you leave, the same form is used to claim it back.

Close Out Mail, Utilities and Local Accounts

Mail

Submit a change of address with USPS at least two weeks before the move. The USPS mail forwarding page explains the online request, which includes a small identity-verification fee. Use our Massachusetts change of address checklist for banks, employers and subscriptions.

Utilities

  • Electricity and gas: schedule service to end the day after you move out, so lights and heat work while the crew loads.
  • Water and sewer: if you are selling, ask your town water department about a final meter reading before closing.
  • Internet and cable: book the shutoff and find out how to return equipment, since unreturned equipment may be billed.
  • Trash and recycling: cancel any private hauler and ask about a final pickup for move-out debris.
  • New home: set up utilities at your destination to start the day before you arrive.

Voting

Register to vote at your new address. Vote.gov links to every state's registration rules. If you want your Massachusetts registration removed right away, contact your city or town clerk.

  • Cancelling online is free, and you do not need to return the plates. Save the cancellation receipt.
  • An excise abatement needs both your new-state registration and the Massachusetts cancellation receipt.
  • File Form 1-NR/PY for the year you move if your Massachusetts gross income was over $8,000.
  • Forward your mail and schedule utility shutoffs for the day after move-out.

Frequently Asked Questions

Do I have to return my Massachusetts license plates?

No. The RMV says plates do not need to be returned when you cancel the registration. Recycle or destroy them after cancelling, and keep your Registration Cancellation Receipt.

Can I cancel my Massachusetts insurance as soon as I move?

Not until the registration is cancelled. Massachusetts requires coverage on a registered vehicle until the registration is cancelled, even if the car is already in another state. Dropping it early can lead to a revoked registration.

How do I get my excise tax refunded after moving out of state?

Pay the bill, then file Form 126-MVE with your town's assessors. Include a copy of your new-state registration and your Massachusetts cancellation receipt.

Do I have to file a Massachusetts tax return if I moved out?

Usually yes, for the year you move. Part-year residents with more than $8,000 of Massachusetts gross income file Form 1-NR/PY.

Does Lifetime Moving Co do moves out of Massachusetts?

Yes. Lifetime Moving Co offers long-distance moving along with packing, custom crating and furniture disassembly and reassembly. Contact the team to talk through your move.
